ORDER: Consequent on the formation of a separate Directorate for Town Panchayat Administration, Orders were issued in the G.O. first read above for filling up the posts of Executive Officer Selection Grade, Executive Officer, Grade I, and Executive Officer Grade II only from among the Town Panchayat Department staff. The posts of Executive Officer Grade I are filled up from the categories of Head Clerk of the Town Panchayats and Executive Officers Grade II Town Panchayats. 2. The Collector, South Arcot and Tirunelveli Districts have sought for guidelines for fixing the ratio to fill up the posts of Executive Officer Grade I from the two feeder categories viz., Executive Officer Grade II and Head Clerks of town Panchayats. The Director of Town Panchayats has pointed out that the total number of Executive Officers Grade II and the Head Clerks of Town Panchayats vary from District to District. He has therefore suggested that the may be empowered to fix the ratio for promotion to the post of Executive Officer Grade I based on the cadre strength of the posts of Executive Officer Grade II and the cadre strength of the post of Head Clerks of Town Panchayats. 3. The Government have examined the proposal. It is seen that in certain Districts the number of Executive Officers Grade II are more than the Head Clerks of town Panchayats and in certain other Districts it is in the other way. The Government therefore accept the views of the Director of Town Panchayats and empower him to fix the ratio for promotion to the post of Executive Officer Grade I in each District based on the cadre Strength of the two feeder categories viz., (1) Executive Officer Grade II and (ii) Head Clerks of Town Panchayats in that District. The Government further direct that the Collectors will continue to exercise the powers of giving promotion to the category of Executive Officer Grade I after the ratio has been fixed by the Director of Town Panchayats for that District, based on the cadre strength in the two feeder categories. //By order of the Governor// V.
