ORDER:- The Commissioner of Tourism has stated that the Department of Tourism has taken various steps for the development of Mamallapuram as a major International Tourist Centre and the Ministry of Tourism, Government of India has already sanctioned Rs.5.00 Crores during 2002-2003 for the integrated development of Mamallapuram. Out of which a sum of Rs.2.00 Crores have already been spent for the development of shore Temple area. The works at a cost of Rs.3.00 crores in the Five Rathas area is nearing completion. Ministry of Tourism, Government of India has also sanctioned a sum of Rs.432.00 Lakhs (2004-2005) towards the second phase of works. The work is yet to be commenced. 2.The Commissioner of Tourism has further stated that a meeting to discuss about cleanliness of Mamallapuram was convened by the Development commissioner and Secretary to Government, Finance Department (now Chief Secretary to Government of Tamil Nadu.) In the meeting, the Director of Special Village Panchayats informed that for want of adequate funds, Mamallapuram had not able to maintain property and emphasized the need for the settling of Sewage Re-cycling Plant at Koranattu Kuttai and Solid and Liquid Waste Management System. The Director of Special Village Panchayats was therefore requested to seek Government grant for Solid and Liquid Waste Management System and setting up Sewage Re-cycling Plant at Mamallapuram and she has also expressed her inability to meet 50% of the total cost of the estimate and therefore requested the Tourism Department to sanction the entire amount, i.e Rs.37.60 lakhs towards Solid and Liquid Waste Management of Mamallapuram and for setting of Sewage Re-cycling. 3.The components of the project as submitted by Director of Special Village Panchayat

The Commissioner of Tourism has stated that the following works need not be considered by the Tourism Department in the proposal of Director of Special Village Panchayats. 1)Purchase of Mini Lorry(ZT 54 Chase and Body) -Rs.8.50 Lakhs 2)Wages -Rs.4.00 Lakhs 5.Therefore the amount recommended by Commissioner of Tourism for this Scheme comes to Rs.25.10 Lakhs. The Commissioner of Tourism has further suggested that the Director of Special Village Panchayats may therefore be requested to meet the above expenditure from their Department funds. it may also be stated that in the meeting held at New Delhi on 7.6.2005, Ministry of Tourism, Government of India, was requested to consider the sanction of Rs.37.60 lakhs for Solid and Liquid Waste Management and for setting up of Sewage Recycling Plant of Koranattu Kuttai in Mamallapuram. The same was not accepted by the Ministry of Tourism, Government of India, and New Delhi. 6.He has now requested that the amount of Rs.25.10 Lakhs out of the total estimate cost of Rs.37.50 Lakhs may be sanctioned by the Department of Tourism for Solid and Liquid Waste Management System and for setting up Sewage Recycling Plant of Koranattu Kuttai in Mamallapuram. Already massive development works are being executed in Mamallapuram with financial assistance of Ministry of Tourism, Government of India. Cleanliness of the town is very essential to showcase Mamallapuram as a world heritage site and as an international tourist destination. 7.He has therefore requested that a sum of Rs.25.10 Lakhs (Rupees Twenty five Lakhs and ten thousand only) may be sanctioned for Solid and Liquid Waste Management System and for setting up of Sewage Recycling Plant of Koranattu Kuttai in Mamallapuram, The Commissioner of Tourism has also sent the estimates received from the Director of Special Village Panchayats for this project and requested that the may be authorised to draw and disburse the same to the Director of Special Village Panchayats, Chennai, who will implement the Scheme. 8.Governement after careful consideration accepted the proposal of Commissioner of Tourism. Accordingly sanction is accorded for the payment of Rs.25.10 Lakhs (Rupees twenty five Lakhs and ten thousand only) to the Commissioner of Tourism. The components of the project are detailed as follows:-
9.The Commissioner of Tourism, Chennai-2 is authorised to draw and disburse the amount to the Director of Special Village Panchayats, Chennai under proper acknowledgement to commence the work immediately. The amount sanctioned in para 5 above shall be debited to:
