உரிமம் பெற்ற முத்திரைத்தாள் விற்பனையாளர்கள் பதிவுத் துறைதலைமை அலுவலகம், 120 சாந்தோம் சாலை, சென்னை 600 028 மூலமாக நியமிக்கப்படுகிறார்கள். அவர்கள் பதிவுத்துறை தலைவரின் கட்டுப்பாட்டில் செயல்படுகிறார்கள்

முகவர்கள் சார்நிலை கருவூலங்களில் இருந்து நீதி சாரா மற்றும் நீதி மன்ற முத்திரைத் தாட்கள்/ வில்லைகள் பெற்று பொதுமக்களுக்கு விற்பனை செய்கிறார்கள்.

REGISTRATION OFFICE MONETARY LIMIT

தனி நபருக்கான விற்பனை உச்சவரம்பு ஒரு நாளுக்கு ரூ.6000/-இது 1991 ஆம் ஆண்டு உச்ச வரம்பு ரூ.20,000/- ஆக உயர்த்தப்பட்டு பின்னர் அரசாணை நிலை எண்.277 வணிக வரி மற்றும் அறநிலையத் துறை, நாள்.06.08.1996-ன் படி உச்ச வரம்புரூ.30,000/- ஆகவும், அரசாணை நிலை எண்.532 வணிகவரி மற்றும் அறநிலையத் துறை, நாள்.21.11.1997-ன் படி உச்ச வரம்பு ரூ.50,000/- ஆகவும் நிர்ணயம் செய்யப்பட்டது

முத்திரைத்தாள் முகவர்களின் உச்ச வரம்பு மாநகராட்சி எல்லைக்குட்பட்ட பகுதிகளில் ஒரு பரிவர்த்தனைக்கு ரூபாய் 2,00,000/- ஆகவும் மற்றும் மாநகராட்சி அல்லாத பகுதிகளில் ரூ.1,00,000/- ஆக உயர்த்தப்பட்டுள்ளது.

அரசாணை நிலை எண்.22 வணிக வரி மற்றும் அறநிலைத் துறை, நாள்.10.03.2003-ன் படி பதிவுத்துறை அதிகாரிகளுக்கு நீதி சாரா முத்திரைத்தாட்கள் வழங்கும் உச்சவரம்பு மாதம் ஒன்றிற்கு, கீழ்வருமாறு திருத்தி அமைக்கப்பட்டுள்ளது.

1. சார் பதிவாளர் ரூ.60,000/-
2. தரம் உயர்த்தப்பட்ட பதிவாளர் ( மாவட்ட பதிவாளர் அலுவலர் நிலையில்) ரூ.1,00,000/-
3. மாவட்ட பதிவாளர் அலுவலகம் ரூ.1,50,000/-
சார் பதிவாளர் அலுவலகத்திற்கு அவசர தேவையின் பொருட்டு சிறப்பு ஒட்டு வில்லைகள் வழங்கப்படும் உச்சவரம்பு ரூபாய் 10,000/- பல்வேறு வகையான முத்திரைத்தாள்களுக்கு வழங்குப்படும் கழிவுத் தொகை.

As per G.O.Ms.No.228, CT(U2)Department, Dated 17.12.2003, the Sub Registrar has been re-deployed and designated as Sub Registrar (Stamps) and placed at the Stamp Papers Sales Centre in the Office of the Deputy Inspector General of Registration, Chennai-1, and he shall place indent with the Assistant Treasury Officer, Fort-Tondiarpet, for non-judicial stamp papers for a value not exceeding Rs.20/- lakhs (Rupees Twenty Lakhs only) with the required denominations directly without cash payment and get it recouped as and when the stock is exhausted. The Stamp Papers Sales Centre will act as an extension counter for the Treasury.

சிறப்பு ஓட்டு வில்லை முத்திரைத்தாள்:

• உதவி முத்திரைத்தாள் கண்காணிப்பாளர் மூலமாக சிறப்பு ஒட்டு வில்லைகள் ஆவணங்களில் ஒட்டி முத்திரையிடப்பட்டு விற்பனை செய்யப்படுகிறது.
• இந்திய முத்திரைத்தாள் விதிகள் 1925 விதி 9(1)-ன் படி ஆவணங்களில் முத்திரையிட உரிய அதிகாரிகள் நியமனம் செய்யப்பட்டுள்ளனர்.
• உதவி முத்திரைத்தாள் கண்காணிப்பாளர் மற்றும் சார்நிலைக் கருவூல, உதவி கருவூல அலுவலர்கள் உரிய அலுவலர்கள் ஆவார்கள்.
• தேசிய மயமாக்கப்பட்ட வங்கிகளின் மேலாளர்கள் மற்றும் இந்தியகாப்பீட்டு நிறுவனம் (லைப் இன்ஸ்சூரன்ஸ் கார்ப்பரேஷன்ஸ்) எல்.ஐ.சி., வீட்டு வசதி நிதி நிறுவனம் ஆகியோரும் உரிய அலுவலர்களாக நியமனம் செய்யப்பட்டுள்ளனர்.
• அரசாணை நிலை எண். 269, வணிகவரி மற்றும் அறநிலையத் துறை தேதி 04.08.1993-ன் படி மத்திய கூட்டுறவு வங்கி மற்றும் மாநில அபெக்ஸ் கூட்டுறவு வங்கி மேலாளர்கள் மற்றும் நகர கூட்டுறவு வங்கி செயலர்களும் அனுமதி அளிக்கப்பட்டுள்ளது.
• சென்னையில் சிறப்பு ஒட்டு முத்திரை வில்லைகள் 5 சார் நிலைக் கருவூலங்களில் விற்பனை செய்யப்படுகிறது.
• 5 சார் நிலைக் கருவூல அலுவலர்களுக்கும் 01.12.2004 முதல் ஒரு ஆவணத்துக்கு (Instrument) ரூ.1000/- வரை முத்திரையிட நிர்ணயம் செய்யப்பட்டுள்ளது.

1 Where from the stamps/Stamp Papers can be purchased?

The Non-Judicial Stamp papers can be purchased from the Licensed Stamp Vendors.  

2. How the stamp papers are reached to the Public?

The Stamp papers of lower denomination of Rs.10/- Rs.20/- are procured from Security Printing Press, Hyderabad and the Higher denomination of Rs.50/- to Rs.25,000/- are procured from India Security Press, Nashik, Maharashtra State. They are distributed to the 6 nodal districts and from there to Sub Treasuries and from Sub Treasuries to the Stamp Vendors, and From Stamp Vendors to the General Public.

3. Who is the authority to place indent to the above presses?

Superintendent of Stamps, Chennai.is the authority to place the Indent to the above Presses.

4. Where from the Revenue Stamp can be purchased?

The Revenue Stamps can be purchased from the Post-Offices.

5. For what value the Revenue Stamp should be affixed?

For the value exceeds Rs.5,000/-, the Revenue Stamps need to be affixed.

6. What are the different denomination of Non-Judicial Stamp papers available?

The different Denomination of Non Judicial stamps Stamp papers are from Rs.10, 20, 50,100, 500, 1000, 5000, 10000, 15000, 20,000, 25,000.

8. Whether the Stamp Papers can be purchased directly from the Sub-Treasury instead of from the Stamp Vendor?

The Stamp Papers of the value of Rs.10,000/- and above can be purchased directly from the Sub-Treasuries.

9. Where from the refund for the unused Stamp papers can be had?

The refund for the unused stamp papers can be had from the Taluk Office.
As per the para 92(1)(i) under the Chapter VIII – Refunds and Renewals of the Tamil Nadu Stamp Manual, the Revenue Divisional Officers in the Mofussil and the Personal Assistant to the Collector of Madras in the Madras City, are the authority competent to allow refunds of the Stamps subject to the conditions laid down under (a) (b) (c) of Para 92(1)(i) of Chapter-VIII – Refunds and Renewals of the TNSM.

10. Whether there is any alternative in case of non-availability of Non Judicial stamp papers

Special Adhesive Stamps can be used as alternative in case of non- availability of Non Judicial stamps.

 The Special Adhesive Stamps  can be had from the following places in Chennai District

 The Special Adhesive Stamps can be had from all Sub  Treasuries in all other Districts.

13.    Who are the frequent users of Special Adhesive Stamps ?

Banks and Financial Institutions are the frequent users of Special Adhesive Stamps.  The applications received  from them in form of deed, skeleton forms,  drafts on demand, bills of lading and the like are affixed or denotation by special adhesive stamps. No blank papers will be either pressed or denoted.
